基于长春总体城市设计风环境体检的“三区三线”划定研究

Research on the demarcation of“three zones and three lines”based on the overall urban design wind environment examination in Changchun

我国政府提出国土空间规划是国家空间发展的指南、可持续发展的空间蓝图,但城市风环境问题日益突出,生态环境保护问题刻不容缓,而城市风环境分析与城市规划和城市设计却难以衔接导致无法落实,因此,亟需探讨将风环境分析成果与国土空间规划“三区三线”划分相衔接并有效实施的方法.本文通过文献综述法、案例分析法与对比分析法,探讨风环境分析与总体城市设计、总体城市设计与“三区三线”划分的关联,提出总体城市设计风环境分析结果引导“三区三线”划分的方法.在长春市总体城市设计风环境评价的风环境专题的基础上,形成以总体城市设计为媒介,通过风环境分析提出战略性指导建议和构建城市通风廊道策略,引导总体城市设计识别城市空间要素和城市发展战略,进而对“三区三线”的划定提供引导和依据.最终构建风环境分析结果引导国土空间规划“三区三线”划定的方法,形成长期监管机制,改善城镇居民的人居环境.

Our government has proposed that the national land space planning is a guide for national space development and a blueprint for sustainable development.However,urban wind environment problems are becoming increasingly prominent,and ecological environmental protection issues are urgent.However,it is difficult to connect urban wind environment analysis with urbanplanning and urban design.So there is an urgent need to explore the method of linking the results of wind environment analysis with the“three zones and three lines”division of national spatial planning.The relationship between overall urban design and the division of“three zones and three lines”proposes a method for dividing the“three zones and three lines”of the overall urban design wind environment analysis.On the basis of the wind environment topic of the overall urban design wind environment assessment in Changchun,form the overall urban design as a medium,propose strategic guidance suggestions and construct urban ventilation corridor strategies through wind environment analysis,guide the overall urban design to identify urban spatial elements and urban development strategies,and then provide guidance for the delineation of“three zones and three lines”and basis.Finally construct the wind environment analysis results to guide the country.The method of delineating“three districts and three lines”in spatial planning forms a long-term supervision mechanism to improve the living environment of urban residents.
