资源型城市经济转型的困境及突破路径分析——以阜新市为例

以阜新市为例,揭示了资源型城市经济衰退的根源在于煤炭资源的特殊性、人才的流失、缺乏可持续发展机制以及部分官员贪污腐败,分析了资源型城市经济转型面临的环境污染严重、产业结构调整缓慢、高校发展存在困境等严峻挑战。在此基础上,提出了突破资源型城市经济转型困境的政策建议,应大力治理环境污染,合理调整产业结构,支持高校建设和加大反腐力度。

This paper takes Fuxin City as an example,it is revealed that the economic recession of resource-based cities is rooted in the particularity of coal resources,brain drain,lack of sustainable development mechanism and corruption of some officials,it analyzes the severe challenges faced by the economic transformation of resource-based cities,such as serious environmental pollution,slow adjustment of industrial structure,and difficulties in the development of the university.On this basis,this paper puts forward policy suggestions to break through the predicament of economic transformation in resource-based cities:to vigorously control environmental pollution,reasonably adjust industrial structure,vigorously support the construction of the university,and increase the efforts to fight against corruption.
