农村社会养老服务问题研究--以南京市江宁区为例

Research on the Issues of Rural Social Pension Service:Take Jiangning District of Nanjing City as an Example

随着我国人口老龄化程度的加深,家庭结构小型化令家庭养老功能急剧弱化,养老服务供需矛盾突出,那么社会养老现状如何?本研究以南京市江宁区农村为例,在实地调查的基础上,分析了江宁区农村社会养老现状和问题,提出了相应对策。笔者认为,江宁区农村地区养老服务目前状况及主要存在的问题是养老服务点覆盖比例不完全、医养结合困难以及护理人员稀缺,经济水平低且青壮年人口流失,空巢孤寡老人数量多。在此基础上,笔者从社区角度提出了积极转移农村老年人口和完善社区老年人口信息,建立帮扶政策的解决措施。

With the deepening of the aging of the population in China,the miniaturization of the family structure has sharply weakened the family's elderly care function,and the contradiction between the supply and demand of elderly care services is prominent,so what is the current situation of social elderly care?This study takes the countryside of Jiangning District,Nanjing City as an example,based on field investigations,it analyzes the status quo and problems of rural social pensions in Jiangning District,and proposes corresponding countermeasures.The author believes that the current status of elderly care services in rural areas of Jiangning District and the main problems are the incomplete coverage of elderly care service points,the difficulty of integrating medical care and nursing care,the scarcity of nursing staff,the low economic level,the loss of young and middle-aged population,and the large number of empty-nest and widowed elderly.On this basis,the author proposes solutions from the perspective of the community to actively transfer the rural elderly population and improve the information of the elderly population in the community,and establish support policies.
