摘要
2020年是决战决胜脱贫攻坚,全面建成小康社会之年。但突发的新冠疫情使我国的劳动力市场遭遇前所未有的压力,失业人数剧增,给原本艰苦卓越的脱贫工作加上了阻力。基于此,本文通过对失业保险的基金支出方式,失业保险的受益率和工资替代率,失业保险金的申领条件等情况进行剖析,分析失业保险制度设计存在的问题。进而,针对疫情背景下,提出了扩大基金支出,改革申领条件、等建议,希望对改善我国的劳动力市场就业环境,健全我国失业保险制度,发挥失业保险的常态化救济功能有一定的促进作用。
2020 is the year of decisive victory over poverty alleviation and building a well-off society in all respects.However,the outbreak epidemic has brought unprecedented pressure to our labor market,and the number of unemployed people has soared,which has added resistance to the previously arduous and outstanding work of poverty alleviation.Based on this,this paper analyzes the problems in the design of the unemployment insurance system by analyzing the fund expenditure methods of unemployment insurance,the benefit rate and wage replacement rate of unemployment insurance,and the conditions for claiming unemployment insurance money.Furthermore,in response to the background of the epidemic,suggestions on expanding fund expenditures,reforming application conditions,hoping to improve China's labor market employment environment,unemployment insurance system,and give play to the normalized relief function of unemployment insurance.
