摘要 文章采用1997-2017年工业行业数据,创新性地使用SBM不可分性模型测度绿色生产率增长,基于绿色偏向型技术进步视角对技术进步进行了再分解,并探讨了偏向型技术进步的节水和减排效应。测度结果表明:工业分行业绿色全要素生产率处于持续增长状态,且主要由投入和产出偏向型技术进步推动;其推动作用逐渐偏向于减少污染排放,而节水效应则显现不足。研究丰富了工业行业绿色生产率的内涵,把偏向型技术进步对要素节约以及污染减排的作用连接起来。政策含义表明:工业行业在关注污染治理的同时也要注重节水技术改造,建立健全工业水价形成机制及水污染管理责任制度。 Based on the industrial data from 1997 to 2017,this paper innovatively uses the non-separable SBM model to measure the growth of green productivity.Based on the perspective of green biased technological progress,the paper decomposes the technological progress,and discusses the water-saving and emission reduction effects of biased technological progress.The results show that the green total factor productivity of industrial sub sectors is in a sustained growth state,and it is mainly driven by input and output biased technological progress;its driving effect is gradually inclined to reduce pollution emissions,but the water-saving effect is insufficient.The research enriches the connotation of green productivity of industrial industry and links the effect of biased technological progress on factor saving and pollution reduction.The policy implications indicate that the industrial industry should pay attention to water-saving technology transformation while paying attention to pollution control,and establish and improve the industrial water price formation mechanism and water pollution management responsibility system.
