“放管服”政策引导下完善医院科研管理模式探讨——基于天津某医院科研人员实际需求的分析

Exploration of improving hospital scientific research management mode under the guidance of the policy of“streamlining administration,delegating powers,and improving regulation and services”:based on analysis of actual demands of scientific researchers of a hospital in Tianjin

近年来,国家相继出台了优化科技创新管理体制的相关文件,要求做到简政放权、放管结合、优化服务协同推进,即"放、管、服"三管齐下。天津某医院为积极响应国家科技领域的"放管服"改革要求,更新出台了一系列科研管理制度,对调动科研人员的工作积极性起到了一定的积极作用,但总体上还存在"放权"不够彻底、"管理"不够科学、"服务"不够到位的问题。文章通过问卷调查的形式,深入了解科研人员的实际需求,找出制约科研创新的制度障碍,优化科研管理模式,为落实国家"放管服"改革要求,释放医院创新活力提供政策依据。

In recent years,China has successively issued relevant documents on improving the management system for scientific and technological innovation,requiring collaborative push of streamlining administration,delegating powers,and improving regulation and services.In order to actively respond to the state’s reform of streamlining administration,delegating powers and improving regulation and services in the field of science and technology,a hospital in Tianjin introduces a series of scientific research management systems,which plays an active role in arousing the enthusiasm of scientific researchers.But these systems have the deficiency in power delegation,scientific management and services.This article,by means of questionnaire survey,obtains in-depth understanding of actual demands of scientific researchers,figures out the hindrance to scientific research innovation and improve the mode of scientific research management,and provides policy basis for implementing the state’s reform of "streamlining administration,delegating powers,and improving regulation and services" and releasing the innovation vitality of the hospital.
