江西省推进合同能源管理现状分析和发展对策研究

Research on the present situation and the development countermeasures of Jiangxi’s energy performance contracting

合同能源管理是一种推进节能降耗的重要市场化手段。合同能源管理在中国经过20多年的发展,政策日趋完善,市场规模日益扩大,对促进我国能源的合理利用与节约能源发挥了重要作用。文章分析了国内外合同能源管理发展现状,结合江西省发展合同能源管理现状和存在问题,从加大制度供给、加大财政政策支持力度、强化宣传推广等方面提出了发展合同能源管理对策建议。

Energy performance contracting is an important marketization method to promote energy conservation and consumption reduction.After more than 20 years of development in China,energy performance contracting has played an important role in promoting the rational use and conservation of energy in China with increasingly perfect policies and expanding market scale.This paper analyzes the development status of energy performance contracting at home and abroad,combining the development status and existing problems in Jiangxi,and puts forward countermeasures and suggestions for the development of energy performance contracting from the aspects of increasing system supply,strengthening financial policy support,and strengthening publicity and promotion.
