我国滑雪场地服务业复原力研究

Resilience of Service Industry of Ski Resorts in China

2020年初开始蔓延的新型冠状病毒肺炎疫情作为突发公共卫生安全事件,已成为全球公共危机。我国滑雪场地服务业也在此次疫情中损失惨重。产业复原力的构建可以帮助我国滑雪场地服务业面对危机进行适应性变革,并实现产业可持续发展。从讨论复原力概念与一般分析框架入手,通过文献资料法和访谈法,完成对滑雪场地服务业复原力的内涵界定,并构建了由3个基本要素(市场、滑雪场地和利益相关者)和4种系统特性(灵活性、适应性、协同性和学习能力)组成的滑雪场地服务业复原力理论分析框架,在完成对我国滑雪场地服务业复原力的分析后,提出分散风险,丰富产品供给;消解风险,构建多主体网络化产业治理体系;预防风险,建立多组织替代学习机制的风险管理机制构建建议。

As a public health emergency, COVID-19, which began to spread in early 2020, has become a global public crisis. Our country’s ski industry also suffered heavy losses in this pandemic. The construction of industrial resilience can help ski resorts to adapt to the crisis and make adaptive change achieve sustainable development. Starting from the discussion of the concept and general analysis framework of resilience, this paper defines the connotation of resilience of ski resorts service industry by means of literature review and interview, constructs a theoretical framework for analyzing the resilience of ski resorts service industry, which is composed of three basic elements(market, ski resorts and stakeholders) and four system characteristics(flexibility, adaptability, synergy and learning ability). After completing the analysis of the resilience of China’s ski resorts, this paper suggests to build a risk management mechanism by dispersing risks and enriching product supply;eliminating risks and building a multi-body networked industry governance system;preventing risks and establishing multi organization alternative learning mechanism.
