成渝地区双城经济圈自然生态保护协同监管问题与对策研究

Coordinated supervision of natural ecological protection in the Shuangcheng Economic Circle in Chengyu Region problems and countermeasures

以成渝地区双城经济圈为研究区,基于川渝两省(市)生态保护红线、自然保护地、生态文明示范创建、绿化提升及生态保护与修复成效显著,而生态退化未根本改变、生态脆弱性比重大的自然生态保护现状,指出行政区划隔断生态保护的连通性、监管能力有待加强两方面的自然生态保护监管困境。从打破行政阻隔、提升监管能力两方面,提出建立成渝地区双城经济圈自然生态保护协同监管体系、监管联动、监管示范以及协同构建监管平台、培育监管队伍、打造试点示范等对策建议,以期为成渝地区双城经济圈自然生态保护提供决策支撑。

This article takes the Shuangcheng Economic Circle in Chengyu Region as a research area,based on the Sichuan and Chongqing provinces(cities)ecological protection red line,nature reserves,ecological civilization demonstration creation,greening improvement,and ecological protection and restoration.The ecological degradation has not changed fundamentally.The current situation of natural ecological protection with a large proportion of ecological vulnerabilities.It points out that the connectivity and capacity of ecological protection in administrative divisions need to be strengthened.The two aspects of natural ecological protection supervision are dilemma.From the aspects of breaking administrative barriers and improving supervision capabilities,we put forward countermeasures and suggestions such as the establishment of a coordinated supervision system for natural ecological protection in the Shuangcheng Economic Circle in Chengyu Region supervision linkage,supervision demonstration,collaborative construction of supervision platforms,cultivation of supervision teams,and creation of pilot demonstrations,etc.It is expected to provide decision support for the natural ecological protection of the Shuangcheng Economic Circle in Chengyu Region.
