借鉴国际经验完善多元化生态补偿治理结构

Drawing on international experience to improve diversified ecological compensation governance structure

随着生态补偿实践的深入推进,我国对生态补偿问题的认识也在不断深化。政府力量、市场力量和社会力量的不平衡状态,造成经济发展方式转变困难,对企业监督不力,企业和群众参与度不高。面对生态补偿多元治理主体环境目标、经济目标和社会目标的相互交织,我国需要完善多元治理结构的权利制衡、利益分配和有效监管。通过分析生态补偿领域的市场治理、社区治理和协同治理3个国际典型案例,提出了完善我国多元化生态补偿治理结构的政策建议。具体政策建议包括:完善多元治理路径,培育社区自治组织,发挥市场中介机构的重要作用,激发社会组织和公众的活力以及整合政府、市场和社区系统协同效应。

With the advancement of the practice of ecological compensation,the understanding of the issue of ecological compensation is also deepening.The imbalance of government power,market power,and social power has caused difficulties in changing the mode of economic development,weak supervision of enterprises,and low participation of enterprises and the masses.In the face of the intertwined environmental objectives,economic goals and social goals of the ecological compensation multi-governance partners,China needs to improve the checks and balances of rights,interest distribution and effective supervision of multiple governance structures.This paper proposes the policy recommendations for improving China's diversified ecological compensation governance structure by analyzing three international typical cases of market governance,community governance and collaborative governance in the field of ecological compensation.Specific policy recommendations include:improving multiple governance paths,fostering community self-governing organizations,playing an important role as market intermediaries,stimulating the vitality of social organizations and the public,and integrating the synergies of government,market,and community systems.
