达州市乡村治理现状与对策研究

The Present Situation and Countermeasures of Rural Governance in Dazhou

近年来,达州市通过加强领导、强化履职担当,紧抓落实、严肃党风廉政,多措并举、提升村民幸福指数,分级负责、确保“落地有声”,群策群力、保障评比考核,奖惩并举、激励干部群众“创优争先”,强化宣传、凝聚多方合力,三方互动、开展法制教育等途径方法,乡村治理取得了明显成效。但也存在着村级党组织作用衰微、社会治理能力不断弱化,村支“两委”附属行政化、弱化政府公信力,村民法治意识薄弱、依法办事能力有待加强,村民自治意识差、参与治理能力不足,村民德治意识衰弱、乡风文明建设任重道远,传统村规民约滞后、难以适应现代社会生活发展要求等突出问题。对此,应加强组织领导和舆论宣传,落实经费保障;强化党建主导作用,切实增强基层党组织领导力;夯实自治基础作用,不断提升基层治理内生动力;发挥法治核心作用,加强基层法治建设;深化德治引领作用,持续抓牢基层治理向心力;构建多元共治格局,逐步形成基层治理新模式,有效推进达州市乡村治理,夯实乡村振兴基层基础。

In recent years,the rural governance in Dazhou has achieved remarkable results by a variety of measures.But there are also many problems,such as the village-level party organization function fails and the social governance capability weakens,“two committees”of village affiliating administration weakens the government credibility,the villagers’law consciousness is weak and the ability to be in accordance with the law needs improving,the villagers’autonomy consciousness is poor and lack in the ability to participate in governance,the villagers’consciousness of virtue is weak and the local custom civilization construction has a long way to go,and the traditional village regulations fall behind and it is difficult to adapt to the development of modern social life,etc.To this,the following countermeasures should be taken:strengthen the organization’leadership and the public opinion publicity,implement funds guarantee;strengthen the leading role of party building and strengthen the leadership of primary party organizations;consolidate the foundation of autonomy,and constantly improve the endogenous power of grassroots governance;give play to the core role of the rule of law and strengthen the rule of law at the community level;deepen the guiding role of governance by virtue,and continue to focus on the centriforce of governance at the grassroots level;build a pattern of multiple co-governance and gradually form a new model of grassroots governance;effectively promote rural governance and consolidate the grassroots foundation for rural revitalization.
