“空壳”合作社的形成与合作社异化的机理及纠偏研究

The Formation of“Empty Shelled”Cooperative and the Mechanism and Effective Correction of Cooperative Alienation

“空壳社”与合作社异化均对我国农业合作社的健康发展造成严重危害。及时清理“空壳社”的同时,研究者需要深度辨析形成“空壳社”与“异化社”的原因,在此基础上采取有效的防范措施。本文通过机理分析和案例研究,借助Williamson交易成本理论分析框架,论证了合作社的异化与部分空壳社的形成是由于合作社交易成本问题而产生“理性选择”的结果。“空壳社”的清理不能搞“一刀切”,应该通过构建“社员-合作社”的“置信承诺”机制来有效控制合作社交易成本,并探索以合作社为媒介,促进合作社内部社会化服务供给有序,激活合作社发展潜力,这将成为防范合作社异化和“空壳化”的重要举措。基于上述观点,本文提出针对性政策建议。

“Empty Shelled”cooperatives and the alienation of cooperatives have caused harm to the healthy development of China’'s rural cooperatives.While cleaning up the“empty shelled”coopera-tives,it is necessary to further analyze the reasons for the formation of"empty shelled"cooperatives and“Alienated cooperatives”.On this basis,some preventive measures can be taken.by our govern-ment.Through mechanism analysis and case study,using the analytical framework with Williamson's transaction cost theory,this research demonstrates the alienation of cooperatives and the formation of some“empty shelled”cooperatives are the result of“rational choice”due to the transaction costs of CO-operatives The clean-up of the empty shelled cooperatives cannot be“one size fits all”;Government should guide rural cooperatives to supply socialized services through cooperatives as a medium,then the cooperatives can control the transaction costs of cooperatives effectively by constructing a“credible commitment”among cooperative members and rural cooperatives.Based on the above points,this research proposes targeted policy recommendations.
