政府与NGO“合作伙伴”关系形成条件研究

Research on the Conditions for the Formation of the“Partnership”between the Government and NGOs

一国政府与NGO之间应该采用何种相处模式,是由该国的政治文化、公民意识和NGO发展阶段等多方面条件共同决定的。虽然国际经验表明,"合作伙伴"关系是相对高效的政府与NGO之间的相处模式,但是需要满足建立这种关系的条件。我国的实践证明,如果条件不成熟却强行建立政府与NGO之间的"合作伙伴"关系,其实质结果是"类事业单位规模的扩充",造成NGO发展偏离本质属性,也与我国行政改革和社会改革的方向背道而驰。合约、宽容、互补以及第三政府的关系模式是与我国当前国情较为接近的关系模式选择。

The mode of coexistence between a government and an NGO is determined by various conditions such as the country’s political culture,citizenship,and development stages of NGO.Although international experience has shown that"partnership"is a relatively efficient mode of government-NGO relation,the conditions for establishing such relationships need to be met.The Chinese practice has proved that if the conditions are immature and a"partnership"between the government and NGOs is forcibly established,the actual result is the expansion of the scale of similar government-sponsored institutions,which will cause the development of NGOs to deviate from the essential attributes.It runs corner to political reform and social reform.The contract,tolerance,complementarity,and the relationship model of the third government are the optional relationship models that are closer to China’s current national conditions.
