交通运输宏观管理政策发展与创新建议

The Present Situation of Policy System Development and Innovation Suggestions of Transportation Macro-management

党的十九大报告提出要"创新和完善宏观调控",为了研究如何在交通运输行业落实国家宏观调控要求,交通运输部在"交通强国建设"系列研究中设立了此项专题。基于建立的交通运输宏观管理政策体系框架,分析了交通运输宏观管理政策体系的发展现状与问题,提出了交通运输宏观管理政策创新的相关建议,以促使交通运输行业宏观管理政策制定更加科学和规范,有效发挥政策的引导和约束作用,促进交通运输发展,支撑交通强国建设。

The report of the Nineteenth National Congress of the Communist Party of China puts forward the idea of"innovating and improving macro-control".In order to study how to implement the requirements of national macro-control in the transportation industry,the Ministry of Transport has set up this special topic in the series of studies on"building a strong transportation country".Based on the established framework of the macro management policy system of transportation,this paper analyzes the current situation and problems of the macro management policy system of transportation,and puts forward suggestions for the innovation of the macro management policy of transportation,hoping to promote the macro management policy of transportation to be more scientific and effectively playing the role of policy guidance and restriction,promoting the development of transportation,supporting the task of"building a strong transportation country".
