摘要
科技扶贫是精准扶贫的重要组成部分,发挥科技人才的支撑作用是科技扶贫的关键,地方高校科技人员是地方科技扶贫的中坚力量。文章分析了地方高校科技人员参与精准扶贫工作的现状、服务优势和现实困境,并提出要充分发挥地方高校科技人员精准扶贫服务能力,应该为地方高校科技人员提供有效实现途径。为此提出,政府应厘清贫困地区产业发展科技需求,提升科技服务对象的精准性;以政策吸引劳动力回流,强化贫困村生产建设主体和组织体系建设;校地联动,协同搭建精准扶贫工作平台;建立激励机制,充分发挥和提升科技人员精准扶贫服务能力。
Poverty alleviation by science and technology is an important part of targeted poverty alleviation, and the key point of poverty alleviation by science and technology is to give play to the supporting role of scientific and technological talents. Scientific and technical personnel in local colleges are the backbone of local science and technology poverty alleviation. In this paper, we analyzed the situation, service advantages and practical difficulties of local scientific and technical personnel participating in targeted poverty alleviation work, and suggested give full play to the ability of scientific and technical personnel in local colleges to serve the targeted poverty alleviation and provide effective ways of application for scientific and technical personnel in local colleges. Therefore, the government should identify the technological needs of industrial development in poor areas, and improve the precision of scientific and technological service objects;attract labor go back to work with policy, strengthen the development of production and construction entities and organizational systems in poor villages;the colleges and the local government work together to build platforms for targeted poverty alleviation;establish incentive mechanism and give full play to and improve the ability of scientific and technical personnel to provide targeted poverty alleviation services.
