北京市社区时间银行互助养老模式实地调研与分析

Investigation and Analysis on Mutual Support Model for the Aged in Time Bank of Beijing Community

时间银行互助养老模式是一种新型的互助式养老模式,目前该模式处于初步发展阶段。通过对北京市丰台区卢沟桥街道丰西路社区、海淀区中关村街道科馨社区80位老年人就对该模式的认知与认可程度进行走访与实地问卷调研,结果表明:87.75%的被访者比较了解或一般了解该养老模式,社区讲座、亲朋好友是了解该养老模式的主要渠道;仅20.00%的被访者愿意参与时间银行互助养老模式中来,仅5.71%的被访者认为自己能够提供专业性服务,55.71%的被访者不能或不确定该模式能解决自己的困难;72.86%的被访者不赞同“服务时间”=“存储时间”的存储模式,建议应考虑付出劳动的难易程度,服务后服务对象对服务的满意度等多个指标最终确定“存储时间”。并提出加大政策倾斜、促进宣传,提升服务水平和质量,完善时间银行互助养老模式的服务标准与评价体系等对策建议,以确保时间银行互助养老模式可持续运行。

The mutual support model for the aged in time bank is a new model,which is at the initial stage of development.80 elders from Fengxilu community of Lugouqiao subdistrict office in Fengtai District and Kexin community of Zhongguancun subdistrict office in Haidian District were investigated by questionnaires about the degree of awareness and recognition.The results indicated that 87.75%of the respondents knew or generally understood this model,mainly from community lectures and family and friends.Only 20.00%of the respondents were willing to participate in mutual support model for the aged in time bank.Only 5.71%of the respondents were not sure that this model could solve their difficulties.72.86%of the respondents disagreed with the reason that there was a large gap between the service time and storage time.It was suggested that the difficulty of labor should be considered,as well as the service object’s satisfaction with the service should to definitize the storage time.Based on the above research results,the following countermeasures and suggestions were put forward including increasing policy tilt,promoting propaganda,improving service level and quality,and perfecting the service standard and evaluation system to ensure the sustainable operation of this model.
