医院全质量管理体系在新冠疫情防控中的应用与实践

Application and Practice of Hospital Total Quality Management System in the Prevention and Control of the Novel Coronavirus

新型冠状病毒的出现,给全世界公共卫生和医疗体系都带来了极大的挑战。作为"守门人",医院承担着发现预警、筛查分类、收治诊疗和科学防控的重要职责。应对此类重大突发传染病,不仅要周密部署、加强防控,更要建立起全方位、全人员、全过程的有效管理体系。上海市第一人民医院应用"六梁六柱"医院全质量管理体系,构建起疫情防控的天罗地网,完成了既定防控任务,实现了"五零"防控目标。以医院全质量管理体系在此次新冠疫情防控中的应用与实践为切入点,针对六大防控系统进行深入分析研究,并对未来医院应对重大突发传染病提出了意见与建议。

The emergence of novel coronavirus has brought great challenges to the public health and medical system worldwide.As the "gatekeeper",the hospital undertakes the important responsibilities of discovery and early warning,screening and classification,treatment and scientific prevention and control.In response to such major sudden infectious diseases,we should not only carefully deploy and strengthen prevention and control,but also establish an effective management system of all-round,all personnel and the whole process.Shanghai General Hospital has applied the total quality management system of "six beams and six pillars" to build a vast network of epidemic prevention and control,complete the established prevention and control tasks,and achieve the goal of "five zero" prevention and control.Based on the application and practice of the hospital total quality management system in the prevention and control of the new crown epidemic situation,this paper makes an in-depth analysis and Research on the six prevention and control systems,and puts forward suggestions on the future hospital response to major sudden infectious diseases.
