地方公共服务的地理溢出效应:基于省级面板数据的空间计量分析

The Spillover Effect of Local Public Services:A Spatial Econometric Analysis based on the Provincial Panel Data

本文在一个包含多级政府的框架里,估计了不同类型的地方公共服务对相邻地区经济增长的地理溢出效应。基于2007-2015年全国省级面板数据和两种不同的经济空间权重矩阵,经过包括空间交互影响的存在及具体空间面板模型选取在内等一系列标准的空间检验程序,本文确认并运用双向固定效应空间杜宾模型对地方公共服务的空间地理溢出效应进行了细致的估计。通过将总效应分解为直接效应和间接效应,我们逐一分析了地方教育、科技、文化、交通基础设施投资以及电力燃气和水生产基础设施投资等不同类型地方公共服务对本地区以及(尤其是)相邻地区经济增长的影响及其可能的途径。

Under a multiple government framework,this paper estimates the spatial spillover effect of economic growth of the different types of local public services to the adjacent region.Based on 2007-2015 national provincial panel data and two kinds of dif ferent economic spatial weight matrix,this paper identifies that the two-way spatial Durbin model is the best model to estimate the spatial spillover effect after a series of standard testing procedures,and then carries on the detailed estimates.Finally,this paper analyzes the impacts and the possible approaches of different types of local public services,such as the local education,science and technology,culture,transport infrastructure investment and power gas and water production infrastructure investment,on economic growth in the region and,in particular,in the neighboring regions,by decomposing the total effect into direct effect and indirect effect.
