统筹推进武汉市城乡社会保障体系建设研究

Study on the Overall Promotion of Wuhan’s Urban and Rural Social Security System Construction

随着我国经济的发展,城乡差距不断扩大,在社会保障方面城乡差异更是明显。文章旨在探讨武汉市社会保障体系存在的问题,并且对武汉市社会保障体系城乡一体化过程给予政策性建议。文章分析了武汉市当前社会保障方面存在的居民重复参保、供给侧改革的冲击、城乡差异较大、社保基金统筹管理不科学等问题。针对居民重复参保的问题,提出了加强流动人口的管理和增强信息化建设水平的建议;针对城乡社会保障体系差异较大,提出了完善社会保障项目体系、明确社会保障体系各个参与者的职责、完善社会保障的法制体系、加大农村社会保障体系建设的力度、在城区和农村发展多种形式的社会化养老机构等建议;针对社会保障基金统筹管理方面的问题,在社会保障缴费方面提出由税务部门统一征收,同时引入社会资本的建议。

With the development of economy,the urban-rural gap of China is increasingly expanded,especially the gap in the social security system.The purpose of this paper is to discuss the problems existing in Wuhan’s social security system,and to propose policy suggestions for the integration of the urban and rural social security systems.In this paper,problems existing in Wuhan’s current social security system,such as repeatedly insured residents,the impact of the supply-side reform,the big differences between urban and rural areas,the unscientific overall management of the social security fund,etc.For the problem of repeatedly insured residents,it was suggested to strengthen the management of the floating population and enhance the level of the information construction;for the big differences between the urban and rural social security systems,it was suggested to perfect the social security project system,clarify the responsibilities of each participant in the social security system,improve the legal system of the social security,enhance the construction of the rural social security system,and develop various forms of socialized nursing institutions for the aged in urban and rural areas;for the deficiency in the overall management of the social security fund,it was suggested that taxes should be collected uniformly by the tax department and the social capital should be introduced at the same time.
