当前基层治理法治化面临的问题及原因剖析——以三明市为例

Analysis of the Problems and Causes of the Current Law-based Governance at the Grass-roots Level——Take Sanming City As An Example

依法治国、建设社会主义法治国家是我国政府治国理政的目标,基层治理法治化是这个目标的前提和基础。近年来我国政府十分注重法治建设,法治能力不断提升,但同时基层法治一直是法治建设的薄弱环节。为此,笔者以三明市为例,从当前基层治理过程中遇到的突出问题入手,从基层党委政府层面、自治层面、社会层面、执法层面等深入剖析实质原因,以期对之后的推进基层治理法治化的路径探讨、实现基层法治化有一定的参考意义。

The rule of law,the construction of a socialist country under the rule of law is the goal of the governance of China’s government,grass-roots governance by the rule of law is the premise and foundation of this goal.In recent years,the Chinese government has attached great importance to the construction of the rule of law.But at the same time,we have seen that the rule of law at the grassroots level has always been a weak link in the rule of law.In sanming city as an example,this paper,from the current problems encountered in the process of grassroots governance,from the aspect of the party committees and governments at the grass-roots level,autonomy level,social level,law enforcement level,such as deeply analyze the real reason,after in order to promote the governance of the path of the rule by law to explore and realize the grassroots under the rule of law is of certain reference significance.
