重庆市土地质量地质调查成果转化存在问题与对策建议

Problems and Countermeasures on the Transformation of Land Quality Geological Survey Achievements in Chongqing

为充分发挥土地质量地质调查服务乡村振兴、生态文明建设等的基础作用,畅通成果转化渠道,本文分析了全国尤其是重庆土地质量地质调查工作情况,总结了成果转化中存在的问题,调研了具有较好做法经验的省份,提出了重庆市土地质量地质调查成果转化的对策建议。重庆市部分土地质量调查成果进行了推广应用,取得了一定的社会效益和经济效益,但整体上成果转化程度较低,主要原因有:成果显示度不够,成果未达预期,供给与需求信息不畅,政策制度不完善等。对此提出了七点对策:一是做好样板示范,实现以示范促推广;二是通过部门协调,打通成果转化应用渠道;三是上下联动,形成多元化成果转化投入机制;四是领导重视,为土地质量调查成果应用提供强劲动力;五是机制创新,为成果应用提供制度保障;六是加大宣传,提升土地质量调查成果的影响力;七是优化人才队伍,提升土地质量调查的科研水平。同时,建议以编制实施"十四五"规划为契机,加大土地质量地质调查和应用力度,更好地服务于重庆市"山清水秀美丽之地"的建设。

In order to give full play to the basic role of land quality geological survey services for rural rejuvenation and ecological civilization construction,and smooth the transformation of achievements channels,this study analyzes the China and Chongqing land quality geological survey work,and summarizes the problems existing in the transformation of results.The author investigated the provinces with good practice experience and put forward countermeasures and suggestions for the transformation of land quality geological survey results in Chongqing.Some of the land quality achievements in Chongqing have been promoted and applied,and have achieved certain social and economic benefits.However,the overall degree of achievement transformation is low.The main reasons are:insufficient display of results,insufficient project goals,poor supply and demand information,and incomplete policy system.Seven countermeasures were put forward for this:the first is to make good model demonstrations to promote promotion;the second is to open up the channels for the application of results through departmental coordination;the third is to adopt an up-down linkage to form a diversified investment transformation mechanism for achievements;the fourth is to appeal leaders attach great importance to providing a strong impetus for the application of land quality results;the fifth is to innovate mechanisms and provide institutional guarantees for the application of results;the sixth is to increase publicity and improve the impact of land quality results;the seventh is to optimize the talent team and improve the scientific research level of land quality.It is suggested that the 14 th five-year Plan should be taken as an opportunity to strengthen the land quality geological survey and application,so as to better serve the construction of beautiful land in Chongqing and promote high-quality development.
