认识人大监督与支持关系的难点和根本所在

Recognize the Difficulties and Fundamentals of the Relationship between NPC’s Roles of Supervision and Support

长期以来,认为人大对“一府两院”的监督既是一种监督也是一种支持的提法,在认识和实践中存在不少困惑和难点。对于如何定性和定位人大的监督,特别是如何认识处理监督与支持的关系问题,一些权威的提法处于不断的变化中。准确界定监督和支持的含义及其相互关系,十分重要,也面临不少问题。对人大监督与支持的关系,可以从不同的角度做不同的理解,但是从根本上说,人大对“一府一委两院”的监督,是对党的领导的支持。也只有把人大监督视为对党的领导的支持,才能不断加强党对人大监督工作的领导,各被监督机关才能提高政治站位,自觉接受人大监督,人大的监督工作才能取得实效。

For a long time,the viewpoint that the National People’s Congress’supervision of the State Council,the Supreme People’s Court,and the Supreme People’s Procuratorate shall not merely be seen as supervision,but also as support,which lies many confusions and difficulties in cognition and practice.To characterize and position the NPC’s supervision role,especially to recognize and deal with the relationship between supervision and support,some authoritative views are constantly changing.It is important and challenge to define accurately the meaning of supervision and support and its inter-relationship.The relationship between NPC’s supervision and support can be understood from different aspects,but fundamentally,the supervision of the NPC to the State Council,the National Supervisory Commission,the Supreme People’s Court and the Supreme People’s Procuratorate is aimed to support the leadership of the Party.Only by holding this view can we continuously strengthen the leadership of the party in the NPC’s supervision work,and the organs under the supervision could improve their political standing to consciously accept NPC’s supervision before they achieve effective results.
