摘要
在新增长理论的框架下,文章利用修正后的菲德模型构建估计财政教育外溢效应的实证模型。选用1998-2016年中国各省份构成的面板数据,结合各地区在财政性教育经费由"欠账"向"超付"转变的特点,估计并分析了我国财政教育投入的外溢效应随投入程度的变化特点和规律。结果显示,我国的财政教育投入对经济增长具有正向的外溢效应;当财政教育投入处于欠账阶段时,这种正向外溢性随财政投入的增加呈递增变化趋势;当进入超付阶段后,这种正向外溢效应变得很小且不再显著。
This paper uses the modified Feder model to establish an empirical model estimating the spillover effect of fiscal education under the framework of the new growth theory. The paper first selects the panel data composed of all provinces in China from 1998 to 2016, then combines the characteristics of each region in the transformation of fiscal education funds from "arrears" to "overpayment", and finally estimates and analyzes the characteristics and rules of spillover effect of education financial investment in China. The results show that China’s education financial investment has a positive spillover effect on economic growth,that when the education financial input is in arrears stage, the positive spillover increases with the increase of financial input, and that after entering the overpayment stage, the positive spillover effect becomes small and no longer significant.
