铁路线路大修工程概预算管理存在的问题及对策研究

Study on the Problems and Countermeasures of Budget Estimation Management of Overhaul Project in Railway Line

针对铁路线路大修工程概(预)算管理过程中长期存在制度、项目管理、取费标准等难以协调一致的问题。本文在对现行铁路基本建设工程、更新改造工程、运输设备技术改造工程、大修工程等设计概(预)算编制办法及相关概(预)算定额研究的基础上,通过铁路大修施工现场实地调研、写实记录消耗量、调研取费标准等方式对线路大修工程概(预)算管理进行了系统的研究。研究发现:现有大修工程有待于优化管理流程、成立专业化的大修工程局、采用科学的方法编制大修定额、引入第三方审计机制等方法来加强铁路线路大修(概)预算管理。

In view of the long-term problems in the budget estimation management of overhaul project in railway line such as system,project management,fee standards,etc. On the basis of the research on compiling methods for budget estimate at design stage and relevant budget norm and standard of the current railway capital construction projects,renewal and reconstruction projects,transportation equipment technical transformation projects and overhaul projects,this paper systematically studies the budget estimation management of the railway overhaul project by means of the field investigation: the realistic recording of consumption and the research fee standard,etc. It is found that the existing overhaul projects need to optimize the management process,establish a specialized Overhaul Engineering Bureau,adopt scientific methods to prepare the overhaul norm and standard,and introduce the third-party audit mechanism to strengthen the budget estimation management of overhaul project in railway line.
