欧洲议会党团及其政治实践为具体的跨国政党合作提供了最重要的组织依托。当前,欧洲议会的三个左翼党团是社会党党团(S&D)、激进左翼党团(GUE/NGL)和绿党党团(Greens/EFA)。通过介绍欧洲议会党团概念和左翼党团分类、政策,从多角度对比并解读左翼党团间政策趋同与差异,得出趋同性体现在农业和渔业、环境和能源、经济和金融、外交和安全、公民权利和义务等方面,差异主要体现在转基因食品、旅行者安全和卫生保健等数个民生领域的结论,从而更好地把握左翼党团的政策取向,探究左翼党团的现实发展情况。

The European Parliament’s party groups and their political practices provide the most important organizational support for the cooperation of specific transnational political parties.At present,the three left-wing party groups of the European Parliament are the Social Democratic Party group(S&D),Radical Left Party group(GUE/NGL)and the Green Party group(Greens/EFA).This paper introduces the concept of the European Parliament’s party group,the classification and policies of left-wing party groups,compares and interprets the policy convergence and differences among left-wing party groups from various perspectives,and concludes that the convergence is reflected in agriculture and fishery,environment and energy,economy and finance,diplomacy and security,civil rights and obligations,and that the differences are mainly reflected in the genetically modified food,traveler safety,health care and other fields of people’s livelihood,so as to better grasp the policy orientation of the left party groups,and explore the actual development of the left-wing party groups.
