现代教育治理语境下地方高校教育信息化建设推进机制研究

Research on the Promotion Mechanism of Educational Informatization of Colleges and Universities in the Perspective of Educational Governance

高校教育信息化发展水平在一定程度上体现着高校自身综合竞争力和可持续发展能力,也是地方本科院校转型的重要推动力。目前,教育信息化发展的首要障碍和难解问题是机制建设。同时,教育信息化是一项系统工程,需要政府、学校及社会组织的协同努力,而多元参与恰恰是教育治理的显性特征。从现代教育治理理论视角出发,基于“政策支撑机制—内部建设机制—社会参与机制”分析框架,从夯实外部支撑服务、提升高校治理能力、汇聚社会潜在能量等三大方面阐述信息化推进机制。

The development level of education informatization in colleges and universities reflects the comprehensive competitiveness and sustainable development ability of universities to a certain extent,and is also an important driving force for the transformation of lo⁃cal undergraduate colleges.At present,the primary obstacle and solidification problem in the development of educational informatiza⁃tion is mechanism construction.At the same time,educational informatization is a systematic project,which needs the collaborative ef⁃forts of the government,schools and social organizations,and multiple participation is the dominant feature of educational governance.From the theoretical perspective of modern education governance,based on the analysis framework of“policy support mechanism-in⁃ternal construction mechanism-social participation mechanism”,this paper expounds specific informatization promotion mechanism strategies from three aspects:strengthening external support services,improving university governance capacity and gathering social potential energy,etc.
