国务院办公厅印发的〈公共文化领域中央与地方财政事权和支出责任划分改革方案>,凸显了以财政制度改革创新促进公共文化服务高质量发展的特色。首先体现在各级政府基本公共文化服务事权和支出责任朝着精细化、清晰化的方向迈出了一大步。公共文化服务能力建设被纳入各级政府事权和支出责任范畴,制度改革创新实现了一大突破。强化配套措施,着眼于制度体系建设,体现了促进治理体系和治理能力现代化的思想。全面落实《方案》也面临着挑战。如对政策的高位认识、总体把握、全面落实;央地共同事权和支出责任事项如何科学合理、清晰准确地确定各自承担部分;地方政府之间事权和支出责任的合理划分等。

The Plan for the Reform of the Division of Financial Powers and Expenditure Responsibilities between Central and Local Governments in the Field of Public Culture was issued by the General Office of the State Council recently.This plan highlights the Chinese characteristic in promoting high-quality development of public cultural services through reform and innovation of financial system.Firstly,governments at all levels have taken a big step towards a more detailed and clear definition of their authority and expenditure responsibility in providing basic public cultural services.Secondly,the service capacity in the field of public culture has been included in the jurisdiction and expenditure responsibility of governments at all levels.Thirdly,the plan strengthens the supporting measures and focuses on institutional system construction,which embodies the idea of promoting the modernization of governance system and governance capacity.However,the plan faces multiple challenges when put into full implementation.The primary one is to fully understand,overall grasp and comprehensively implement the policy.O ther challenges like how to determine the respective share of the central and local governments'common powers and expenditure responsibilities,and how to divide the authority and expenditure responsibility among local governments also need to be confronted.
