摘要
"设施托管"是公共文化服务社会化发展的重要形式。当前业界对设施托管还存在一些认识误区,将其当作低成本投入机制、高效率工作机制、专业化实现机制,认为市场具备承接主体"蓄水池"机制,是效益提升的最佳运行机制。设施托管也衍生出了一系列问题,如志愿服务组织合法性问题,社会资金募集的公信力问题,区域资源统筹的有效性问题,承接主体的路径依赖与转换成本问题,政府中心工作、就业安置、社会主体孵化培育等其他隐性问题。结合国内外实践,本文认为可以给县域内基层文化设施托管设定比例阈值,分别为5%、20%和50%三个不同级别的预警值,科学指导设施托管合理有序推进。
Facility trusteeship, also known as outsourcing of facility operations management, is an important form of social development of public cultural services. At present, people still have some misunderstandings about the facility trusteeship, and regard it as a low-cost investment mechanism, a high-efficiency working mechanism, and a professional realization mechanism. It is believed that the market has the mechanism of undertaking the main reservoir, which is the best operating mechanism for improving the services efficiency. As a result, a series of problems have also arisen, such as the legality of volunteer service organizations, the credibility of social funds raised, the effectiveness of regional resource co-ordination, the problem of undertaking path dependence and switching costs. There are also some hidden issues, such as government central work, employment placement, and social subject incubation and cultivation. Combining with the practice at home and abroad, this paper believes that it is possible to set a threshold for the trust of grassroots cultural facilities within the county. It can be set to 5%, 20% and 50% respectively. These three different levels of early warning values are used to scientifically guide the reasonable and orderly advancement of facility trusteeship.
