摘要
研究选择创新资源紧约束区18个省的技术创新政策,运用扎根理论构建技术创新政策评价指标体系与量化标准,以政策协同理论为基础运用地理加权回归GWR、灰色关联度模型等方法探析技术创新政策横向地理空间协同机理,实践验证协同状况,结论表明:在政策指标角度,政策层级、知识产权、渠道构建、技术引进及消化吸收等5项二级指标在18省份横向地理空间中的协同度高,其中政策层级、知识产权、渠道构建属于量化值较高水平协同,技术引进和消化吸收属于量化值较低水平协同;在横向省份角度,西藏地区与其他省之间政策协同性弱;宁夏地区由于政策量化值较低,与其他省份间协同性较弱;新疆、黑龙江、吉林、海南等省,横向协同性相对较弱,表现出一定的游离状态;四川省不但地理位置在创新资源紧约束区相对居中,且各项指标在横向地理空间中与紧邻各省的协同性很好,具有政策协同重心的地位;其他各省横向空间政策协同性一般。
This paper studied the technological innovation policies of 18 provinces in the tight constrained region of innovation resources,constructed an evaluation index system and quantitative standard of technological innovation policies by grounded theory,and explored the mechanism of horizontal geospatial synergy of technological innovation policies by using the methods of GWR and grey relational degree model based on the theory of policy synergy.The results have shown that,from the perspective of policy indicators,five secondary indicators such as policy level,intellectual property rights,channel construction,technology introduction and digestion and absorption have high degree of synergy in the horizontal geographical space of 18 provinces.Among them,policy level,intellectual property rights and channel construction belong to the high level of synergy in quantitative value.Technological introduction and digestion and absorption belong to the low level synergy of quantitative value;from the perspective of horizontal provinces,the policy synergy between Tibet and other provinces is weak;the synergy between Ningxia and other provinces is weak due to the low quantitative value of policy;Xinjiang,Heilongjiang,Jilin,Hainan and other provinces,have relatively weak horizontal synergy,showing certain free state,Sichuan Province not only has a relatively middle geographical location in the tight constrained area of innovative resources,but also has a good coordination with the adjacent provinces in the horizontal geographic space,thus has the status of policy coordination center;the other provinces have a general coordination of horizontal spatial policies.
