稳定一支高素质队伍、资源配置形成制度化保障——优化京沪妇女保健资源配置的重点

Stability of a high-quality team and formation of institutionalized guarantee of resource allocation:key points of optimization of maternal health care resource allocation in Beijing and Shanghai

北京市和上海市妇女保健体系的经费投入体现了政府主导(上海市的主导程度达适宜标准的83.8%)、设施设备的数量基本保障(北京市和上海市的适宜程度分别为适宜标准的56.7%和67.1%),但仍存在人员数量不足(北京市和上海市的适宜程度与适宜标准分别相差43.4%和32.9%)、薪酬水平不高(北京市和上海市的适宜程度与适宜标准分别相差56.5%和55.8%)、经费投入不能满足需求(北京市和上海市的适宜程度与适宜标准的分别差距47.8%和15.5%)、设施设备未能及时更新(北京市和上海市的适宜程度与适宜标准分别相差27.5%和30.6%)等问题。因此,在优化妇女保健体系资源配置过程中,北京市和上海市应注重稳定一支专业胜任、激励有效的队伍,确保资源配置形成制度保障,包括建立稳定增长的投入机制、设施设备的折旧更新制度等。

Fund investment of maternal health care system in Beijing and Shanghai showed that maternal health care system was dominated by government(the appropriate degree in Shanghai reached 83.8%of the appropriate standard),and the number of equipments basically met clinical requirements(the appropriate degrees in Beijing and Shanghai reached 56.7% and 67.1% of the appropriate standards,respectively),but there were still some problems,such as inadequate number of staff(the differences between the appropriate degrees in Beijing,Shanghai and the appropriate standards were 43.4% and 32.9%,respectively),low salary(the differences were 56.5% and 55.8%,respectively),not meeting clinical requirements of fund investment(the differences were 47.8% and 15.5%,respectively),not timely update of equipments(the differences were 27.5% and 30.6%,respectively).Thus,in the course of optimization of maternal health care resource allocation in Beijing and Shanghai,a high-quality and effective stimulus team should be established,the formation of institutionalized guarantee of resource allocation should be ensured,including establishing stably growing investment mechanism and update system of equipments.
