Impediments facing the Autonomous Development of Contemporary African Countries:The Case of Senegal

独立自主发展是每个国家的自然追求。本文认为塞内加尔目前仍不能独立自主地选择发展道路,这也是一些其他非洲国家所面临的问题。塞内加尔自主性的制约因素来自前殖民宗主国法国和一些国际金融机构。具体而言,导致塞内加尔发展自主性不足的直接原因是殖民遗产和新自由主义改革。法国的影响在塞内加尔的发展模式上留下了深刻的烙印,并且还在不断塑造着塞内加尔的发展模式。近年来,随着塞内加尔对法国的依赖有所减弱,中国等新兴合作伙伴的重要性增加,塞内加尔发展的自主性有所提高,但程度仍然有限。

Autonomous development is a natural pursuit of each country.This paper argues that as things stand Senegal remains unable to autonomously choose its path of development and that this same problem is dogging certain other African countries.The constraints on Senegal’s autonomy stem from the former colonial power France as well as from certain international financial institutions.Specifically,it is the colonial heritage and neoliberal reform that has directly produced the lack of autonomy in Senegal’s development.French influence has impacted the development model of Senegal in a profound way and continues to exert a structuring role.On the other hand,over recent years,with Senegal’s dependence on France somewhat abating and new partners such as China gaining in importance,Senegal’s development autonomy has improved,albeit still to a limited extent.
