补贴政策是否阻碍了粮食种植规模的扩大

Does the subsidy policy hinder the expansion of the planting scale of grain?

本文基于2013-2017年13889个的农户微观调研数据,实证研究了粮食直接补贴对农户粮食种植规模的影响弹性,并从土地租金的视角分析并验证了粮食直接补贴对粮食种植规模的影响渠道。研究结果表明,现行粮食直接补贴不利于种植规模的扩大,原因是粮食直接补贴由土地承包者而非土地经营者获得,粮食直接补贴也导致土地租金上涨。但粮食直接补贴政策对粮食种植规模的影响存在异质性。为激励粮食种植规模的适度扩大,本文建议省级政府根据当地实际情况推出以降低土地经营者的生产经营成本为目标且与耕地面积脱钩的政策工具。

Based on the microdata of 13,889 farmers in 2013-2017,this paper empirically investigates the elasticity of grain direct subsidies on the planting scale of grain.The channels through which the grain direct subsidies affect the planting scale of grain are tested from the perspective of land rent.Results show that since grain direct subsidies are obtained by land contractors rather than land operators and lead to rising land rents,the current grain direct subsidies are not conducive to the expansion of planting scale.Further,there is heterogeneity in the impact of grain direct subsidies on planting scale of grain.In order to encourage the moderate expansion of the planting scale of grain,it is recommended that provincial governments launch policy tools that aim at reducing the production and operating costs of land operators according to the actual local conditions.Those policy tools need to be decoupled from the arable land area.
