高值医用耗材组套分组带量采购的实践与思考 被引量:15

摘要 目的:基于安徽省高值医用耗材"组套分组"带量采购实践,探索降低医用耗材虚高价格,减轻患者就医负担的机制。方法:以骨科脊柱类和眼科类高值医用耗材为例,将高值医用耗材分为若干组套,列出组套中的全部通用组件,按功能和长度分为具体单件产品,形成带量采购组套目录产品列表;多渠道收集采购组套目录产品的相关价格数据,并由专家组对相关价格数据进行梳理,确定谈判入围价,并在相关部门监督下进行现场谈判议价。结果:企业对组套分组带量采购模式认同度较高,绝大部分企业均谈判成功,谈判成功率达95%,其中骨科脊柱类材料平均降价53.4%,人工晶体平均降价20.5%,两类产品年节约资金分别为3.7亿元和0.29亿元。结论:高值医用耗材组套分组带量采购可大幅度降低其价格,减轻患者就医负担,减少基金支出,降低企业营销成本。 Objective: To explore the mechanism that could reduce the virtual high price of medical consumables and relieve treatment burden of patients based on the practice of purchase with quantity of set and grouping of medical consumables with high value in Anhui province. Methods: The medical consumables with high value in spine of orthopedics department and ophthalmology department were used as samples. And the medical consumables with high-value were divided into several sets, and all of general components in the set were listed. According to the function and length, they were divided into specific single products to form a list of catalog products of the sets of purchased with quantity. The relevant price data of catalog products of the purchased sets were collected from multiple channels. And then the relevant price data were sorted out by the expert group so as to determine the negotiation shortlisted price. And the on-site discussion was conducted under the supervision of relevant departments to determine the price. Results: Enterprise had higher recognition for purchase with quantity of set and grouping, and the most of enterprises were success in negotiation. And the success rate of negotiation was 95%. The average price reduction of orthopedic spine materials was 53.4%, and the average price reduction of intraocular lens was 20.5%. The annual savings capitals of the two types of products were 370 million CNY and 29 million CNY respectively. Conclusion: The purchase with quantity of sets and grouping can reduce the price of consumables significantly, and relieve the burden of patients, and reduce the fund expenditure, and decrease the marketing cost of enterprises.
