基于“社会融合”政策的社会住房发展建设——以巴黎圣安东尼街76号项目为例

The Development of Social Rental Housing in Paris under the Policy of“Social Integration”:Take 76 St.Anthony Street in Paris as an Example

“二战”后,法国通过在郊区建设大型社会住房集中区,快速缓解了住房紧缺,但却导致了严重的“社会隔离”问题,此后法国社会住房政策长期致力于实现“社会融合”的目标。本文首先对法国社会住房政策演变阶段进行了梳理,发现其政策重心经历了“空间复兴”、“解决就业”、“综合融合”三大阶段。其次,深入研究了首都巴黎社会住房的发展建设情况,并以圣安东尼街76号为典型案例进行了深入分析,总结出巴黎社会住房在功能安排、空间设计、公共服务设施配套等方面充分体现了以租客需求为导向的原则,为国内城市租赁性住房的选址、设计、建设提供了经验借鉴和启示。

After the Second World War,France quickly alleviated the housing shortage by building large-scale social housing areas in the suburbs,but resulted in a serious problem of“social isolation”.Since then,French social housing policy has long been committed to achieving the goal of“social integration”.This paper firstly sorts out the evolution stages of French social housing policy,and finds that its policy focus has gone through three stages:“space revival”,“employment solution”and“comprehensive integration”.Secondly,we studied the development and construction of social housing in Paris,and takes No.76 St.Anthony street as an example to make detailed analysis.The results show that the social housing in Paris strictly follows the principle of tenants demand-oriented in function arrangement,space design and public service facilities,which provides experience and Enlightenment for the location,design and construction of urban rental housing in China.
