基于PMC指数的生物医药产业政策评价研究

Policy evaluation of biomedical industry based on PMC index

生物医药产业政策对产业发展具有重要意义,通过文本挖掘、构建PMC指数模型并结合PMC曲面对2016—2019年10项具有代表性的生物医药产业政策进行量化评价。评价结果表明,政策按PMC指数由高到低排名为:P2,P1,P5,P3,P6,P7,P8,P9,P10,P4。通过P2和P4对比,发现P2着眼于医药产业的整体发展规划,更具有全局性;而P4重点关注生物医药产业的创新发展,具有地域特点。最后,从政策功能、激励措施和政策重点三方面为政策提出相关建议。

The policy to biomedical industry is of great significance to the development of this industry.Through the text mining, constructing the PMC index model and combining the PMC surface, ten representative biomedical industry policies in 2016-2019 were quantitatively evaluated. The evaluation results show that the policies are ranked according to the PMC index from high to low is P2, P1, P5, P3, P6, P7, P8, P9, P10, P4.Through the comparison of P2 to P4, it is found that P2 focuses on the overall development planning of the pharmaceutical industry with high globality. P4 focuses on the innovation and development of the biomedical industry and has regional characteristics. Finally, relevant recommendations are made for the policies from three aspects,which are policy function, incentives and policy priorities.
