全国范围内普遍推行垃圾分类制度的思考

Thoughts on the General Implementation of Garbage Classification System Throughout the Country

普遍推行垃圾分类制度关系人民群众生活环境改善和美丽中国建设。先分析了我国垃圾分类现状,指出我国现在全面推行垃圾分类制度所面临的问题,最后提出了相应的对策建议:强化生活垃圾分类顶层设计、加强垃圾分类体系和资源回收体系的协调管理、建立多层次激励约束机制,做强源头分类、完善垃圾分类管理系统、完善法律法规标准体系等5个方面,以加快构建适合我国国情的现代化生活垃圾分类和资源回收体系。

The general implementation of the garbage classification system is related to the improvement of people ’s living environment and the construction of a beautiful China.This paper first analyzed the current status of garbage classification in China,pointed out the problems facing China’s comprehensive implementation of the garbage classification system,and finally put forward corresponding countermeasures and suggestions: strengthen the top-level design of domestic garbage classification,strengthen the coordinated management of the garbage classification system and the resource recovery system,establish Multi-level incentive and restraint mechanism,strengthen source classification,improve waste classification management system,improve laws and regulations standard system,and other five aspects,in order to accelerate the construction of a modern domestic waste classification and resource recovery system suitable for China’s national conditions.
