论水环境治理中的河长制困境及出路

The Dilemma and Way out of the River Chief System in Water Environment Management

现阶段水环境治理中出现一项新型行政管理机制——河长制,具备明确化责任、针对性治理、刚性化考核的特点,是实现我国水环境治理能力和治理体系现代化的必然举措。然而,由于河长制尚处于初期探索阶段,存在法律制度滞后、治理结构单一、缺乏部门间协同合作等问题。对此,通过对河长制专项立法,构建多元化参与机制,协调区域间水环境协调治理等方式,使得河长制更加合理化与规范化运行。

At present,a new administrative management mechanism,river chief system,appears in water environment governance,which has the characteristics of clear responsibility,targeted governance and rigid assessment.It is an inevitable measure to realize the modernization of China ’s water environment governance capacity and governance system.However,because the river chief system is still in the initial stage of exploration,there are some problems such as the lag of the legal system,the single governance structure,and the lack of inter-departmental cooperation.In this regard,through the special legislation of the river chief system,the establishment of a diversified participation mechanism,coordination of inter-regional water environment coordination and governance,so that the river chief system could be more rational and standardized operation.
