大数据背景下重大突发事件防控体系建设的路径研究

重大突发事件对公安机关的案件防控是一次严峻的挑战,危机中暴露了诸多短板和不足。对重大突发事件下发生的案件进行深层次的数据分析和研究,提出从源头遏制案件发生是防控的核心,全面掌握重点有效打击犯罪是防控的关键,电信网络诈骗是防控的焦点,高发多发的盗窃案件是防控的重点,由点成线、由线成面、由面成体的防护网是防控的基础,凝心聚力是防控案件的重要保障。通过研究进一步强化公安机关的职能作用,提高应对重大突发事件的能力和水平,有针对性开展案件防控,持续提升打击犯罪的效能,维护社会和谐稳定。

The major emergency has posed a severe challenge to public security organs’case prevention and control and many deficiencies have been exposed in the crisis.After carrying out an in-depth data analysis and a research on cases occurring during the major emergency,we raise the opinions that,in the case prevention and control,curbing the occurrence of these cases from the source remains the core,grasping the key points in an all-sided way and effectively combating crime is the key,telecommunications network fraud should be the focus,the high incidence of theft cases is the priority,an integrated prevention and control mechanism forms the foundation,and concerted effort is an important guarantee.The study on further strengthening public security organs’functions will improve their capacities and level in responding to the major emergency,help them carry out targeted case prevention and control for continual effectiveness improvement in the fight against crimes and maintenance of social harmony and stability.
