This article takes the method of content analysis to study the strategic planning of National Library of Finland from 2016 to 2020,and summarizes its constructive methods of supporting the local library,such as formulating relevant policies and regulations,developing new service system,connecting national data,and integrating national resources,so as to provide reference and help for library construction in China.
