摘要
以国有文化资本投资运营公司的运营特征与原理为切入点,对我国国有文化资本投资运营公司存在的问题进行梳理,并以南京市文化投资控股集团为例,在深入分析其实践经验与启示的基础上,提出了提升我国国有文化资本投资运营公司效率的对策和建议。主要研究观点如下:第一,国有文化资本投资运营公司是出资人的"CEO",它在文资办与国有文化企业间建立起隔离、传导机制;第二,我国国有文化资本投资运营公司在创新运营过程中还存在体制机制有待进一步理顺、资源配置上倾斜度不够、复合型文化经营管理人才缺乏等问题;第三,提升国有资本在文化领域投资运营效率需要完善国有资产监管体制机制,进一步明晰所有权和经营权,加快发展混合所有制经济,建立健全现代文化市场体系,建立人才激励机制,营造良好的文创人才发展环境。
Under the dual drive of cultural system reform and stateowned enterprise reform,the pilot of state-owned cultural capital investment and operation companies has been gradually promoted.Taking the operating characteristics and principles of state-owned cultural capital investment and operation companies as the starting point,this paper sorts out the problems existing in China’s state-owned cultural capital investment and operation companies,and based on Nanjing Wentou as an example,on the basis of indepth analysis of its practical experience and enlightenment,Summarize the path of China’s state-owned cultural capital investment and operation companies to become stronger and bigger.The specific research conclusions are as follows:1.Improving the state-owned assets supervision system and mechanism,and further clarifying the ownership and management rights while emphasizing double-effect unification;2.Accelerating the development of a mixed-ownership economy,accelerating the reorganization and formation of a number of state-owned cultural industry investment and operation companies,cultural equity investment companies and fund companies;3.Establishing and improving the modern cultural market system,continuing to promote the transformation of operational cultural units into enterprises,and strengthening support for cultural industry organizations and intermediary institutions;4.Establishing a talent incentive mechanism,attaching importance to the cultivation of cultural management talents,and creating a good environment for the development of cultural and creative talents.
