国土空间规划体系下村庄发展潜力评估及村庄分级分类规划引导探讨——以广西靖西为例

Village-development Potential&Discussions upon Hierarchical Classification Plans&Guidance of Villages under Territory Spatial Planning System--Taking Jingxi of Guangxi Province as an Example

在"多规合一"、国土空间规划对村庄规划提出新要求的背景下,构建一个国土空间规划体系下村庄发展潜力评估机制是影响未来村庄分级分类发展是否合理的重要前提。文章以广西靖西为例,从村庄发展底线控制、村庄发展基底特色、村庄发展动力目标等角度出发,选取了影响靖西市域村庄发展的2个硬性指标因子、3个弹性指标因子作为村庄发展潜力的分析要素,以"底线控制—因子分类—现状评估—发展潜力—分级分类"的技术研究路径,运用GIS软件对市域村庄进行"单因子现状评估"及"多因子综合加权叠加评估"双评估发展潜力评价,综合判知市域发展潜力较大的行政村。在此基础上,对市域村庄分级、分类布局规划提出相应指导建议。

Under the background of "Multi-Plan Integration",as well as the new requ-ests the territory spatial planning system has made upon the current village-planning affairs,this paper thinks that constructing one complete village-development potential evaluation mechanism under the territory spatial planning system can deemed one important prerequisite for effecting future development of hierarchical classification development of villages.And by taking Jingxi of Guangxi Province as example,viewed from village-development bottom-line control,village-development base characteristics and village-development motivations & goals,by selecting 2 hard index factors and 3 elastic index factors influencing the development of villages in Jingxi City as the analysis factors of village-development potential today,using the technical research path of "Bottom-line Control–Classification of Factors-Status Assessment-Development Potential-Hierarchical Classification",as well as applying GIS to conduct the double-assessment development-potential evaluation-"Single-factor Status Assessment" and "Multi-factor Comprehensive Weighted Overlay Assessment" for villages in the city,this paper gave a series of comprehensive evaluations and judgments around those administrative villages with greater development potentials in the city area.And based on that,it also provided corresponding guidance & suggestions for hierarchical classifications of villages in the city area.
