支持跨组织智库协同应急的疫情情报流研究 被引量:8

摘要 【目的/意义】文章提出了基于情报流的疫情防控应急任务与多领域智库的映射。【方法/过程】结合COVID-19疫情演化特征,揭示了跨组织智库协同网络形成机理,阐述了两类交互情报流对智库协同应急的深刻影响,分析了作为协同主体的智库对情报流的反馈效应。【结果/结论】情报流的精准刻画、快速传递支撑了疫情防控任务演化与多智库多阶段协同应急的需求,文章最后提出了相应的政策建议。 【Purpose/significance】In this paper,a new intelligence flow research has been proposed to find a mapping relationship between the tasks for epidemic and think tanks in various fields.【Method/process】The tasks in the paper,which for epidemic prevention and control,are described by intelligence flows.According to the characteristics of COVID-19,the mechanism of collaborative think tanks network is revealed,the profound influence of interactive intelligence flows on the collaborative emergency response of think tanks is elaborated,and then,the effect of think tanks on intelligence flows is analyzed.【Result/conclusion】Through research,it can reveal a discovery that the accurate description and rapid transmission of intelligence flow support the needs of the evolution of COVID-19 and the multi-stage collaborative emergency response of think tanks.At last,it is put forward two corresponding policy suggestions.
