高校图书馆“十四五”规划发展环境扫描

Environmental Scan of the 14th Five-Year Plan of Academic Libraries

在面临中国乃至世界经济的不确定性,全球又正在经历“百年未有之疫情危机”的背景下,描绘和编制未来五年高校图书馆战略总纲,意义相较以前更为重大。文章认为,高校图书馆“十四五”规划的制定,需要准确预估未来图书馆所面临的经济环境、信息技术、人才培养、用户需求、图情并茂、共享理念和智慧服务等发展环境要素,并以此作为重要考量依据,规划高校图书馆未来的转型、赋能、创新与升级。

Under the background of the uncertainty of current economic in China and even in the world and the world is experiencing the"epidemic crisis that hasn't happened for a century",it is more significant than before to describe and compile academic libraries'next 5 year strategic outline.The author believes that the formulation of the 14th Five-Year Plan of academic libraries needs to accurately estimate the economic environment,information technology,personnel training,user demand,excellence in both pictures and situation,sharing concept and intelligent service and other development environment elements that the libraries will face in the future,and take this as an important basis for measurement to plan the transformation,empowerment,innovation and upgrading of academic libraries in the future.
