高校图书馆“十四五”规划影响要素再思考

Reflection on the Influencing Factors of the Fourteenth Five-Year Plan of Academic Libraries

编制十四五发展规划,需要对影响高校图书馆“十四五”发展内外环境要素进行全面分析,在分析中寻求新机,发展新局。厘清图书馆“十四五”规划的影响要素,是确保“规划”编制具有针对性、准确性和可实施性的关键。文章通过对引领要素、现实要素、突发要素、目标要素、根本要素,即全球经济形势、我国政策、新冠疫情、图书馆行业发展、自身情况五个影响要素的分析,认为高校图书馆制定“十四五”规划,要从本馆的实际情况出发,充分考虑正向与负向影响,才能指导未来五年图书馆的发展,并为可持续发展打好基础。

In order to make the 14th Five-Year Plan,it is necessary to make a comprehensive analysis of the internal and external environmental factors that affect the development of academic libraries,while seeking new opportunities and putting forward new layouts.To clarify the influencing factors of the 14th Five-Year Plan is the key to ensure the pertinence,accuracy and implementation of the plan.Based on the analysis of the leading factors,realistic factors,emergent factors,objective factors and fundamental factors such as global economic situation,China’s policies,COVID-19,library industry development and its own situation,this paper holds that academic libraries should make the 14th Five-Year Plan from the actual situation of the libraries and fully consider the positive and negative impacts,so as to guide the development of the libraries in the next five years and lay a solid foundation for the future sustainable development.
