上海、杭州、南京、苏州四城市总部经济发展政策比较

Comparison of Economic Development Policies of Headquarters in Shanghai,Hangzhou,Nanjing and Suzhou

总部经济作为促进城市能级提升、推动产业升级转型的有效形式,近年来广受全国各城市青睐。而上海、杭州、南京、苏州四城市作为较早探索总部经济的城市,现已取得一定成果。本文通过对比上述四城市的总部经济政策,分析其异同之处及原因,总结其在发展总部经济过程中的侧重点,为其他地区的总部经济政策制订提供启示。本文发现,沪、杭、宁、苏四城市总部经济政策在总体框架上存在一定相似性,但各有其侧重发展领域。各地政府在制订政策时需结合当地经济基础与产业结构,切忌“拿来主义”,在共同协作中灵活发展总部经济。

Headquarters economy,as an effective form of promoting city energy level promotion and industrial upgrading and transformation,has been widely favored by cities across the country in recent years.The four cities of Shanghai,Hangzhou,Nanjing,and Suzhou,as cities that explored the headquarters economy earlier,have achieved certain results.This article compares the headquarters economic policies of the above four cities,analyzes the similarities and differences and the reasons,summarizes its focus in the process of developing the headquarters economy,and provides inspiration for the formulation of headquarters economic policies in other regions.This article finds that there are certain similarities in the overall economic policies of the headquarters of Shanghai,Hangzhou,Nanjing,and Suzhou,but each has its own focus on development.When formulating policies,local governments need to combine local economic foundation and industrial structure,avoid blindly imitating,and flexibly develop the headquarters economy through interregional collaboration.
