自《中国(浙江)自由贸易试验区总体方案》实施以来,在新的制度供给驱动下,舟山保税燃料油供应规模快速增长。但与新加坡、香港等地比较依然存在价格劣势,为了在价格竞争中确立优势,降低成本就成为产业发展的必然行动逻辑。本文比较了新加坡、香港及舟山三地保税燃料油供应成本,分析了具体差异,提出了降低税费成本、制度交易成本、金融成本、用工成本、用能成本、物流成本的具体对策措施。
