基于指标体系的第三方评价技术的评价过程方案研究

第三方评价因其具备“独立性、客观性、专业性、公正性”等特点,在各个领域效果评估等方面中的应用越来越广泛。为规范评价过程,本文以基于指标体系开展的第三方评价为对象,研究了包含评价准备阶段、评价实施阶段、评价总结阶段等三个阶段的评价程序,以及包含指标学习及指标评定两个步骤的评价方法,此外还对评价结果运用及评价主体监管等方面提出了建议。研究内容能有效规范第三方评价过程,真实有效发挥第三方评价技术的优势和作用。

Due to its characteristics of"independence,objectivity,professionalism and impartiality",third-party evaluation has been more and more widely used in effect evaluation in various fields.To standardize the evaluation process,in this paper,based on the index system of evaluation for the object of a third party,to study the preparation stage and implementation stage of assessment,evaluation summary stages and three stages of evaluation procedure,and the index includes learning evaluation methods and indicators for evaluation of two steps,and also applied to the evaluation results and the main regulatory aspects are proposed.The research content can effectively standardize the process of third-party evaluation and give full play to the advantages and functions of third-party evaluation technology.
