面向重大疫情防控的应急情报保障体系理论框架构建——以2019新型冠状病毒肺炎疫情防控为例

Construction of a Theoretical Framework for an Emergency Information Security System for the Prevention and Control of Major Epidemics——Taking COVID-19 Epidemic Prevention and Control as an Example

[目的/意义]通过分析面向新型冠状病毒肺炎疫情防控的应急情报保障体系,为疫情防控及健全国家应急管理体系建言献策。[方法/过程]概述应急情报的特性,并分析疫情防控中应急情报保障工作存在的不足,在此基础上构建应急情报保障体系及多元知识主体协同的应急情报保障智库。[结果/结论]从保障对象、保障流程、组织架构、情报主体和情报工作流程这5个方面阐释应急情报保障体系的关键内容和运行机理。

[Purpose/significance]To analyze the emergency information security system for COVID-19 epidemic prevention and control,and make suggestions for COVID-19 epidemic prevention and control and sound national emergency management system.[Method/process]The characteristics of emergency information were briefly outlined,and the shortcomings of emergency information security in the prevention and control of the COVID-19 epidemic were analyzed.on the basis of which an emergency information security system and an emergency information security think tank coordinated by multiple knowledge subjects were constructed.[Result/conclusion]The key contents and operation mechanism of the emergency information security system were explained from five aspects:the target of the security,the security process,the organizational structure,the information subject and the information workflow.
