政府治理对产业结构变迁的影响及区域差异

The Influence of Government Governance on the Change of Industrial Structure and Regional Differences

对于市场机制尚不完善的后发追赶型经济体而言,政府的治理模式选择对产业结构变迁有着重要影响。本文基于综合反映产业间变迁与产业内变迁的多部门增长模型,比较了不同政府治理模式对产业结构变迁影响差异,并采取门限面板模型与动态面板模型实证检验我国政府治理对区域产业结构变迁影响的阶段性特征及区域差异。结果表明,发展水平越低的区域政府治理的影响越强,各区域政府治理对结构变迁速度影响机制均有显著阶段转变。东部地区的政府更关注产业结构转型质量,而中西部地区则注重基于加速产业结构变迁下规模扩张引起的产业结构高度化。因此,为释放高质量发展阶段的新一轮结构红利,需要优化政府治理模式,构建以普惠性产业政策为核心政策体系,同时需通过提升政府的行政管理水平,优化营商环境,创建学习型社会,并进一步推进市场化改革,释放新的制度红利。

Effective industrial structure change is an important support to achieve high-quality development.For the late catch-up economy,the government’s governance model has an important impact on the changes of industrial structure.In this paper,we use a multi sector growth model including inter industry and intra industry changes to compare the different paths of industrial structure changes under different government governance models.The threshold panel model and dynamic panel model are used to test the stage characteristics and regional differences of the influence of Chinese government behavior on regional industrial structure changes.The results show that the lower the level of development,the stronger the influence of the government’s behavior.The influence mechanism of the government’s behavior on the speed of structural change in each region has significant stage change.The government behavior in the eastern region pays more attention to the quality of industrial structure transformation,while the central and western regions pay more attention to the upgrading of industrial structure caused by the scale expansion under the acceleration of industrial structure transformation.Therefore,in order to improve the quality of industrial structure changes and achieve high-quality development,we need to optimize the government governance model from the following three aspects:first,we need to build a inclusive industrial policy as the core policy system,improve the administrative management level of the government,optimize the business environment,and create a learning society.At the same time,we should further promote market-oriented reform and release new system dividends.
