建设包容性发展城市群--以长三角城市群为例

Building Inclusive Development City Clusters——A Case study of the Yangtze River Delta City Cluster

建设长三角包容性发展城市群是落实共享发展理念的基本要求,对于促进长三角一体化、加快区域经济高质量发展、顺应社会主要矛盾转化、推进城市化建设具有重要意义。当前,长三角城市群经济发展总体水平较高,教育、医疗、道路、文化等领域建设加快推进,但不平衡不充分问题依然存在。为此,应着力建设长三角城市群协同创新体系,构建城市群改革协同推进机制,推进城市群治理体系和治理能力建设,推动城市群基本公共服务均等化,并加强城市群包容性发展的金融支持,确保长三角包容性发展城市群建设蹄疾步稳向前推进。

Building inclusive city clusters in the Yangtze River Delta is the basic requirement for implementing the concept of Shared development,which is of great significance to promote the integration of Yangtze River Delta,accelerate the high-quality development of regional economy,and promote the urbanization construction in accordance with the transformation of the principal social contradiction.At present,the overall level of economic development of the Yangtze River Delta city cluster is relatively high,progress has been accelerated in education,medical care,roads and culture,but the problem of inadequate and unbalanced development remains.Therefore,it is of great importance to build the collaborative innovation system of Yangtze River Delta city cluster,build a mechanism for coordinating the reform,improve the governance system and capacity,promote equal access to basic public services,strengthen financial support for inclusive development of city cluster,and ensure that the inclusive development of city cluster in the Yangtze River Delta region moves forward swiftly and steadily.
